Dr. Elsa Toska

Elsa Toska PhD – Mrs. Toska is graduated from the Faculty of Public Law, Tirana University in 2000, with the title “lawyer”, and certification as “excellent student”. During 2003-2005, she attended postgraduate studies in European Studies at the Rectorate of Tirana, while from July 2012 she holds the scientific degree “Doctor of Science” at the Public Law Faculty.

Mrs. Toska had been a judge at Constitutional Court of Albania, during November 2019-September 2024. Previously, she had been a senior law clerk, with over 10 years of experience at the same court. During the years 2000-2006 she served as assistant/commissioner at the institution of the People’s Advocate, while in 2006-2007, she worked as a lawyer at the law firm “Boga & Associates & KPMG”, mainly by providing legal consultancy on administrative procedures.

Since 2005 she has been involved in teachings in the Bachelor and Master programs as a curriculum consultant, coordinator, curriculum developer, curriculum compiler, in several private and public universities for administrative and constitutional law matters, and Urban and Environmental Law. Mrs. Toska is involved as expert and part – time lecturer in educational institutions such as the School of Magistrates, the School of Advocacy and the Albanian School of Public Administration.

Mrs. Toska has also received the certification as an international trainer for the HELP- program of the Council of Europe for the education of human rights professionals. She is the author of several scientific articles and has participated in several scientific conferences at home and abroad on constitutional justice and human rights issues.

She attended the course on international law and human rights in Lund – Sweden, and is graduated in distance from Raowl Wallenberg, (Human Rights Institute and Humanitarian Law Institute) after successful completion of the online human rights education. In 2008-2009, also she attended the School of Political Studies of the Council of Europe.
